BACKGROUND

UN-Habitat has been actively assisting Kosovo institutions in the field of governance, spatial planning and municipal administration since 1999. Since 2005, the "Municipal Spatial Planning Support Programme" (MuSPP), implemented by UN-Habitat and financed by the Swedish Development Cooperation, supports secondary cities of Kosovo and smaller municipalities in drafting and implementing Spatial Planning Documents  trough participatory processes and in executing capital investment projects derived from the planning process with the aim at improving living conditions and public spaces.

Since 2012, UN-Habitat has been implementing the global public space programme, with the aim of influencing the participatory development and delivery of around 300 public spaces with pioneering activities in Kosovo in Prishtina and Mitrovica North.

Since women's and girls' access to public space is commonly impeded by fear of crime and victimization, UN-Habitat and UN-Women, building on partnerships with local governments, gender equality mechanisms and universities, law enforcement bodies and pivotal civil society initiatives for women's rights developed a project proposal targeting sustainable urban development and public space through the promotion of equality, mutual trust and safety, inclusiveness, accessibility and overall quality of life. The project "Towards Enhanced Right to the City for All in Kosovo and FYROM - Improving Safety in Urban Public Spaces with a Focus on Women and Girls" is ongoing and aims to enhance the right to the city for all by reducing gender inequalities in access to public space.

To support the implementation of activities as agreed among the partners in the programme's work plan, UN-Habitat is seeking a project officer, who will fulfil the following duties and responsibilities under the direct supervision of UN-Habitat in coordination with UN Women and other partners.

 

MAIN OBJECTIVE OF THE ASSIGNMENT

The project officer will support the conception, implementation and documentation of activities relating to the project "Towards enhanced Right to the City for All women and girls in Kosovo and FYROM with a focus on improving safety in urban public spaces".

MAIN TASKS OF THE ASSIGNMENT

The Project Officer will work with assigned officers from UN-Habitat, UN Women and partner entities. In this capacity, he/she will be responsible for providing support to the project, as follows:

1)      Support inter-partner coordination, information and liaison as well as events with partners and communities, including by:

  • Facilitate liaison between UN Women, UN-Habitat, the Kosovo Women Network and relevant NGOs (incl. Girls Coding Kosova and Open Data Kosova), concerned municipal departments and the Police, for Prishtina-based activities;
  • Support the establishment of the dedicated collegial and inter-institutional platform;
  • Support the organization and facilitation of the required community meetings, training sessions or activities, i.e. focus groups with stakeholders and communities, sensitization sessions with police, etc; contribute to identify participants and support community mobilization and outreach for respective activities of the project;
  • Facilitate liaison between UN Women and UN-Habitat Prishtina and Skopje Offices for all activities pertaining to the project.

2) Support preparation and implementation of a regional conference reflecting on the results of the project and good practices from Europe, and as such laying the ground for developing a dedicated regional programme, including by:

  • Support research work and analysis about good practices in support of relevant fields for the project: women and public space, safer and universal accessible urbanism and public space/ gender responsive urban planning & design, right to the city & urban safety for all, etc. ahead of the conference; prepare a brief compendium assisting to identify experiences valuable for the region and experience-sharers (tools, projects, etc.);
  • Provide logistical preparatory and on-site support for the conference;
  • Contribute to written inputs (press release, etc.) and reporting as appropriate.

3) Contribute to the conception and/ or adaptation of methodological tools, and document the project through its various stages and provide reporting as appropriate, including by:

  • Provide inputs for the instruments to be used for the women's safety walk and related focus groups, sensitization sessions on priority gender-specific concerns for the safety of all, etc;
  • Write, review and/ or comment outreach materials, incl. feeding communication and outreach mechanisms notably through the use of social networks; and provide inputs for a case-study for publication;
  • Contribute to posts for the Block by Block Facebook page, and other on-line mechanisms as appropriate;
  • Prepare presentations and other support materials for outreach and visibility purpose, as necessary.

4)   Perform other tasks as mutually agreed with respective Heads of Office.

 

DUTY STATION

The work shall be performed from UN-Habitat and UN Women Office premises located in Prishtina. Travel to Skopje will be covered by the project.

PRODUCTS

The consultant will submit a detailed work plan and a monthly progress report for evaluation/ discussions. In addition, the consultant will deliver 6 products as described below (sequencing to be defined):

Product #1: Final compendium

Product #2: Outreach & presentation materials (as needed)

Product #3: Minutes of the collegial and inter-institutional platform meetings (Pr)

Product #4: Annotated commenting note on instruments

Product #5: Conference Prep-materials (logistical and participant kit)

Product #6: Conference report.

PROGRESS CONTROLS AND PAYMENT INSTALLMENTS

Payment will be done in installments on a monthly basis upon completion and acceptance of monthly progress report. A time sheet must be submitted by the individual contractor, duly approved by the Chief Technical Advisor, which shall serve as the basis for the payment of fees. Final payment amount will be based on actual man-days worked for that month.

EDUCATION

Advanced   university   degree   (Master's   degree)   or equivalent in social sciences, human rights, law, gender/ women's studies, international development, or a related field is required;

WORK EXPERIENCE

Professional practical experience in related field;

LANGUAGE SKILLS

  • Fluency (reading, writing and speaking) in English;
  • Working knowledge of Albanian and/or Macedonian is an asset.

OTHER SKILLS

  • Experience in the field of development assistance or related work for an international agency or donor organization or NGO, and/or acquaintance with Gender Equality and Urban Safety and Development issues;
  • Experience in coordinating and liaising with government agencies and/or donors is an asset;
  • Experience with information management and community outreach, incl. the administration and use of social networks;
  • Capable of working in a team, undertaking initiative to ensure smooth relations and open communication within the team and with partners, etc.;
  • Demonstrated analytical, solution defining and creative skills;
  • Computer skill is a requirement (at least use of MS Office applications);
  • Valid driving license and the ability to obtain a UN driver's license.

Evaluation criteria

Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants' qualifications, work experience and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

CV Review:

  • Educational qualifications as defined in the ToR (15 points);
  • Relevant work experience as defined in the ToR (25 points);
  • Language proficiency in spoken and written English (10 points)

Competency based interview max points (20 points)

Maximum available technical score points: 70.
