BACKGROUND

UN-Habitat has been actively assisting Kosovo institutions in the field of governance, spatial planning and municipal administration since 1999. Building on the results and tools generated by the Municipal Spatial Planning Support Programme (implemented from 2005 to 2016), UN-Habitat is now implementing the Inclusive Development Programme (2016-2020) which aims to provide a strategic, comprehensive package of support to build municipal planning and management capacities, strengthen the social contract and social cohesion, and enhance coordination within a framework of inter-municipal cooperation and multi-level governance with a view to foster inclusive development and good governance in northern Kosovo. The Programme is financed by the Swedish Development Cooperation and is jointly implemented with PAX and Community Building Mitrovica and concerned local authorities in Leposavic/Leposaviq, Mitrovica South, Mitrovica North, Zubin Potok, and Zvecan/Zvecan as well as Skenderaj/Srbica and Vushtrri/Vucitrn.

Since 2012, UN-Habitat has been additionally implementing the global public space programme, with the aim of influencing the participatory development and delivery of around 300 public spaces with pioneering activities in Kosovo in Pristina and Mitrovica North. The project "Towards Enhanced Right to the City for All in Kosovo and FYROM - Improving Safety in Urban Public Spaces with a Focus on Women and Girls", a joint UN-Habitat and UN-Women initiative, is a follow-up project with a special emphasis on enhancing the right to the city for all by reducing gender inequalities in access to public space and localizing public space indicators that are being defined in the framework of the Sustainable Development Goals (SDGs).

MAIN OBJECTIVE OF THE ASSIGNMENT

The Social Development/ Communication Officer will support the implementation and documentation of activities relating to the project “Towards enhanced Right to the City for All women and girls in Kosovo and FYROM with a focus on improving safety in urban public spaces”.

MAIN TASKS OF THE ASSIGNMENT

Under the general guidance of the Chief Technical Advisor (CTA), and direct supervision of the Programme Officer, the Social Development and Communication Officer will be responsible for providing support to the project, as follows:

1. Provide support to the Programme Officer in liaising with various partners and organizing meetings and focus groups, etc. for Pristina and Skopje-based activities;

2. Contribute to the conception and adaptation of methodological tools supporting inter-institutional coordination in the field of urban safety, and other dedicated activities to developing baseline and targets for the two SDG public space related indicators;

3. Conduct research work and analysis about good practices in support of relevant fields for the project and provide inputs to concept documents on public space, gender and urban safety;

4. Support preparation, implementation and reporting of a project wrap-up event reflecting on the results of the project;

5. Document the project through its various stages and contribute to reporting as appropriate, including by:

  • Conceive or review posts, outreach materials (incl. videos) and other support documents for outreach and visibility purpose;
  • Prepare inputs according to reporting requirements of the project.

6. Perform other tasks as mutually agreed with the CTA.

WORKPLAN AND PRODUCTS

The assignment will last 4 working months and be implemented over the period tentatively starting from 1st September through 31st December 2018. The Social Development and Communication Officer will submit a detailed work plan and a monthly progress report for evaluation/ discussions. In addition, the consultant will deliver 5 products as described below:

Product #1: Minutes and/or reports of the meetings and focus groups (as needed)

Product #2: Inputs to inter-institutional reporting mechanism on urban safety, and other tools related to SDGs assessments;

Product #3: Research papers and inputs to concept documents on public space, gender and urban safety;

Product #4: Related preparatory documents and project wrap-up event report;

Product #5: Outreach & presentation materials (as needed)

All documents will be prepared in English.

DUTY STATION

The work shall be performed from UN-Habitat premises located in Pristina with eventual travel to Skopje, FYROM.

PROGRESS CONTROLS AND PAYMENT INSTALLMENTS

Payment will be done in installments on a monthly basis upon completion and acceptance of monthly progress report. A time sheet must be submitted by the individual contractor, duly approved by the Chief Technical Advisor, which shall serve as the basis for the payment of fees. Final payment amount will be based on actual man-days worked for that month.

EDUCATION AND WORK EXPERIENCE

  • Advanced University degree (masters Level) in social or communication science, or equivalent academic degree;
  • At least 2 years practical experience (employment or internship) and technical expertise in related field;
  • Knowledge of online communication, networking and collaboration tools;

  • Experience in drafting talking points and presentations in support of meetings and workshops;
  • Experience in data collection and analysis;
  • Experience in conducting research, summarizing materials and literature review;

 

LANGUAGE SKILLS

  • Fluency (reading, writing and speaking) in English and in Albanian is required;

 

OTHER SKILLS

  • Knowledge and effective practice of current theories and practices in communication;
  • Technical competence in the written production and visual content for different formats of media (photography, audio, video, etc.);
  • Capable of working in a team and undertaking initiative to ensure smooth relations and open communication within the team and with partners, incl. local institutions, etc.;
  • Good analytical, solution defining and creative skills;
  • Robust computer skill is a requirement.

 

SPECIAL CONSIDERATIONS:

The candidate should be:

  • Willing to take responsibility, act professionally at all times, and make sure tasks are fully completed;
  • Able to work under pressure in diverse environments with minimum supervision;
  • Sensitive to gender issues and issues of concern to vulnerable groups;
  • Able to meet deadlines for reporting and all project work;
  • Express enthusiasm and willingness to continue learning new skills and share experiences with other members of the team.

Evaluation criteria

Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants' qualifications, work experience and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

Technical criteria (CV Review and Interview):

  • Educational qualifications and relevant practical experience as defined in the ToR (10 points);
  • Relevant computer literacy and knowledge of online communication tools  (10 points);
  • Experience in drafting talking points and presentations in support of meetings and workshops (10 points);
  • Experience in data collection and analysis (10 points)
  • Language proficiency in spoken and written English (10 points)

Competency based interview max points (20 points)

Maximum available technical score points: 70.

Only candidates scoring 70% or higher from the review of education, experience, languages will be considered for financial evaluation. Financial score shall be computed as a ration of the proposal being evaluated and the lowest priced proposal of those technically qualified. UN-Habitat retains the right to contact references directly.

Incomplete proposals may not be considered. The fees might be subject for changes and negotiations starting from the proposed fee of the consultant.
