UN-Habitats Kosovo Cadastre Support Programme, KCSP, (2000 – 2003) led to the establishment of the Kosovo Cadastral Agency (KCA) as a semi-autonomous institution under the Administrative Instruction 2000/14.  KCA’s mandate was to build technical and management capacity for land management activities at both central and local levels as well as reconstruct the Land Cadastre, which was destroyed during the conflict. The linkage between development of the Cadastre and development of spatial plans is self-evident, and critical for proper planning and rational use of land and other resources.
