The Municipal Support Programme, MSP, (May 2000 – August 2001), funded by the Government of the Netherlands and implemented by UN-Habitat, addressed seven thematic areas for capacity building to enhance municipal administration.  Two of these themes focused on urban planning building, land development regulations and control. The Programme helped streamline operations of municipal structures through the establishment of Front Offices in six municipalities of Kosovo.
