UDP of Ferizaj/Urosevac - Approved
The three-year
process of drafting the Urban Development Plan of Ferizaj/Urosevac was formally
concluded with the approval of the document by the Municipal Assembly in its
session on January 29, 2009. Drafting of the plan was contracted out to a
consulting company, Intech, which completed its work in 2008. Ferizaj/Urosevac
is the 4th partner municipality of the Municipal Spatial Planning Support
Programme which has completed and approved its spatial plan. It will now initiate
the implementation of the plan and develop capital projects based on the
approved planning document.
Apart from
purely technical work done by the consulting company, the drafting process
involved public meetings, consultations and feedback on the quality of the
draft versions of the plan from various groups of stakeholders such as the public
sector, non-governmental organizations, business community, media and citizens
at large.
A strong
input to the Plan was given in a form of a vision statement developed by
representatives of stakeholders during a visioning workshop in Ohrid, in 2007. The workshop was organized by Municipal
Spatial Planning Support Programme in cooperation with Friedrich Ebert
Schtiftung Programme in Kosovo. This gave the opportunity to a representative
of the consulting company to listen to the opinions of citizens and municipal
officers. The results of the workshop were presented to the broader audience of
citizens. The participatory character of visioning process was crowned by the
submission of the Vision Statement to the Mayor of Ferizaj/Urosevac, in spring
2007, by members of the Informal Council of Civil Society, an advisory body set
up for the purpose of mobilizing civil society to actively participate in the
planning process.
The
decision of the Municipal Assembly of January 29, 2009 gives the city a
document which should help guide its future development.
