The Urban
Planning and Management Programme, UPMP (2002- 2003) funded by the
Government of the
Netherlands.
It worked closely with the Ministry of Environment and Spatial Planning.
It played a key role in development of the new planning law for Kosovo and also
supported the first steps of establishing a central level institute for
strategic and spatial planning. Another significant component of the
Programme was its engagement with all 30 municipalities of Kosovo both from the
planning perspective, and from the development of tools for gender
mainstreaming in Kosovo municipal management. The Programme imparted
comprehensive training to urban planners in the application of the strategic
planning approach, through the Urban Planning and Management Framework
(UPMF).
