Ministry of Environment and Spatial Planning and 12 Kosovo Municipalities will benefit from the new phase of Municipal Spatial Planning Support Programme

Ministry of Environment and Spatial Planning (MESP) and the 12 municipalities of Kosovo, will benefit from the third phase of the municipal spatial planning support Programme (MuSPP).This program implemented by UN-HABITAT and funded by the Swedish Government through Sida, represents the continuation of the processes and methods applied in previous programs with a clear focus on strengthening capacities in planning and management of municipalities to support sustainable development.

Attending the official opening of this program were senior representatives of the Ministry of Environment and Spatial Planning, Ministry of Local Government Administration, Sida office in Sweden and Kosovo, representative of UN-HABITAT in Nairobi, the Association of Kosovo Municipalities, Mayors and Vice Mayors of Kosovo municipalities. Head of UN-HABITAT in Kosovo, Mrs. Galezia Krystyna gave an overview of the preliminary programme as well as presented the objectives of the new programme. Deputy Minister of Environment and Spatial Planning Mr. Ilir Mirena noted that MESP is also committed to further cooperate with UN-HABITAT programs which aim to build local capacity, and is designed taking into account the needs of Kosovo. He also added that UN-HABITAT's approach has a special value, because it is built on the basis of transparency and inclusiveness, and helps in the development of municipalities in accordance with fundamental principles of the European Union. Vice Minister of Local Government Mr. Basri Musmurati praised the high support that this program is giving to the municipalities of Kosovo, especially to the newly established ones. Sida's representative from Sweden, noted that the methods and techniques used and initiated by the programme such as visioning, scenario development, urban design and others, have contributed to the improvement of public spaces and in general the improvement of the life of citizens in these municipalities. Representatives of the UN-HABITAT headquarters in Nairobi highlighted this project as unique, which will serve as a model for other programs around the world. Mayors and Vice Mayors of  MuSPP partner municipalities present in the event such as Prizren, Peja, Mitrovica, Gjilan, Malisheva, Rahovec, Junik, Hani i Elezit/General Jankovic, Gracanicë/Gracanica and Partesh/Partes, reflected on the achievements of past programs and indicated the willingness to continue cooperation in the third phase.

The programme content is prepared taking into account the priorities of MESP, the reported needs of municipalities, the objectives of Sida and the mandate of UN-HABITAT, as well as the lessons learned and experiences of previous phases MuSPP. This program will last 3 years until November 2014.
