The Mayor of Hani i Elezit, Mr. Rufki Suma and the Head of UN-Habitat’s Municipal Spatial Planning Support Programme (MuSPP) Mrs. Krystyna Galezia exchanged the Memorandum of Understanding (MoU) on the 29th of February 2012. The Memorandum of Understanding (MoU) will create conditions for further cooperation aimed at strengthening the capacity of municipal planning and management bodies. Sustainable development will be at the forefront of project proposals, with particular emphasis on aspects of environmental, social and economic sustainability. The MuSPP aims at improving the effectiveness of spatial planning practices and builds the professional capacity of local staff and civil society for active participation in planning processes and local activities. Sustainable development of municipality in general, urban and communities development, improving the living conditions of citizens, social cohesion, social and gender equality, protection of natural resources as well as the good governance in providing of better services will be overall objectives of this MoU. the development of Urban Regulatory Plan (URP) for the Centre and Park Neighbourhood will be one of the specific areas of cooperation under the MoU. The plan, when completed, will enable the regulation, control and development of the area in terms of land use, urban design and mobility. The URP will also be a useful instrument to address economic growth and environmental issues. The MoU provides also for the drafting of a comprehensive study which will examine the interventions, projects and proposals related to the issue of water supply. At a later stage, the parties will work together to develop a capital investment project identified through the planning process.
