Roundtable on Service Delivery Improvement - Exchange of Experiences on Mobility Planning & Activities

The Roundtable on "Service Delivery Improvement - Exchange of Experience on Mobility Planning & Activities" was held on 16th and 18th of April, in Emerald Hotel in Prishtinë/Pristina. It was organised jointly by UN-Habitat/Municipal Spatial Planning Support Programme (MuSPP), financed by the Swedish development Corporation, USAID/Democratic Effective Municipalities Initiative (DEMI), and the Association of Kosovo Municipalities (AKM). Representatives from the Government of Kosovo, municipalities and international organisations were invited to participate on this roundtable debate during the two days.

The aim of the roundtable was to share and discuss the experiences between Kosovo municipalities in developing and implementing projects for improving the mobility and public transport, as well as presenting international experiences in mobility management. Presence of representatives from central level government added up to the discussions of experiences as well as relations and cooperation between governing bodies of different levels.

Projects for improving the mobility and public transport are being developed in several Kosovo municipalities with different level of achievements. UN-Habitat/MuSPP and USAID/DEMI Programmes are supporting some of these municipalities in drafting and implementing the mobility and public transport projects.

The Municipalities of Gjilan/Gnjilane, Pejë/Pec, Prishtinë/Pristina and Prizren presented their projects and experiences in mobility and public transport, including the support from international organisations and programmes. Presentations from UN-Habitat/MuSPP, USAID/DEMI and the Ministry of Environment and Spatial Planning/Institute for Spatial Planning (MESP/ISP) were in line with the aim of the roundtable, presenting the improvement of municipal services, awareness rising activities on mobility, treatment of mobility and transport in spatial planning, and international experiences.

UN-Habitat/MuSPP, USAID/DEMI and AKM as organisers were represented in the meeting as well as Kosovo Government (represented by the Ministry of Environment and Spatial Planning, the Ministry of Infrastructure and the Ministry of Local Government and Administration). Municipal officials responsible for traffic, transport and spatial planning were invited from all Kosovo municipalities, 29 of which have participated. Present at this roundtable were also Kosovo Police represented by the Traffic Unit.

Based on the discussions form the participants, the roundtable concluded with the following recommendations: To improve professional capacities and to continue with the exchange of experiences between municipalities; To promote an integrated approach between municipal departments, especially between public services and spatial/urban planning, as well as between central and local level; To adjust contemporary approaches towards sustainable mobility and transport to the local situation, learning from international best practices; To promote an open and inclusive process - encouragement of public participation and inclusion of stakeholders  would enable a better understanding of the current situation, needs and possibilities.

Due to the large number of participants, the roundtable was organised in two days (16th and 18th of April) with the same agenda and presentations.
