Public Debate for the Municipal Development Plan of Mamusha is open

The Municipality of Mamuşa/Mamushë/Mamuša, supported by UN-Habitat’s Municipal Spatial Planning Support Programme, has prepared the draft Municipal Development Plan for the period of 2013-2023. The process was developed in a cross-disciplinary approach and in close collaboration with the Department of Spatial Planning and Institute of Spatial Planning within Kosovo’s Ministry of Environment and Spatial Planning (MESP).

With the purpose of encouraging the public, stakeholders and all interested parties to provide feedback regarding the first draft of the MDP, as well as in keeping with the Law on Spatial Planning in Kosovo, the public review of the draft MDP was launched on 17th of July 2013 in the Municipal Assembly Hall of Mamusha. The opening of the public review was attended by a wide audience, including representatives of the municipality, citizens of Mamusha, representatives from the central level, and UN-HABITAT. 

The Municipal Development Plan was presented by municipal officer Mrs. Esra Bytyc. The audience was greeted by the Mayor of Mamusha Mr. Arif Bytyc who expressed his gratitude for the commitment and participation of the citizens of Mamusha as well as the support given throughout the entire process by MESP’s officials and by UN-Habitat. The director of Kosovo’s Department of Spatial Planning, Mr. Agim Radoniqi, congratulated the Municipality of Mamusha for the work that they have done on drafting the plan, and has also encouraged them to keep a good spirit during its implementation. He noted that the plan itself resents a good basis for the development of the new projects which will help the further development of the municipality. The representative from ISP, Mrs. Elvida Pallaska, emphasized the participatory process of drafting the MDP, characterized by the full engagement of the municipal staff, which present the real needs of the citizens of Mamusha and will ease the implementation of this plan. 

In order to assess the potential economic, social and environmental impacts as well as to enhance positive effects, a Strategic Environmental Assessment (SEA) was integrated into the preparation of the MDP. The environmental report has been drafted as a separate document to the MDP, as required by Kosovo’s Law on SEA. The SEA, undertaken by an international independent consultant, has identified what are the important environmental implications of the development proposals on water and soil conservation, etc., and it has also proposed certain measures to balance the negative impacts for the proposed actions on the environment.

Despite the fact that Mamusha is a new Municipality with limited professional staff, its MDP was drafted in-house with the professional support of UN-Habitat’s MuSPP staff and in cooperation with MESP’s Department of Spatial Planning and Institute of Spatial Planning. 

The drafting process of Mamusha MDP involved public meetings, consultations and feedback on the quality of the draft versions of the plan from various groups of stakeholders such as the public sector, non-governmental organizations, farmer’s community and citizens at large. 

The public discussion of Mamusha MDP will be open for 60 days, and will be a good opportunity for the citizens and all stakeholders to give comments and recommendations to the draft MDP. After the public discussion the document will be reviewed with the comments submitted during this period. The final documents will be submitted to the Ministry of Environment and Spatial Planning in order to verify its full conformity with the current Law and before approval by the Municipal Assembly.
