On 22 ^nd of November 2013 in the premises on the Municipality of Hani i Elezit/Elez Han, an agreement of cooperation was exchanged between Municipality of Hani i Elezit/Elez Han  and UN-Habitat's Municipal Spatial Planning Support Programme in Kosovo ( MuSPP ) funded by the Swedish Development Cooperation. This agreement was signed between the two Parties for the implementation of capital investment project (CIP) for regulating the access to primary school "Ilaz Thaci" in Hani i Elezit/Elez Han.

The Parties were represented by the Mayor of Municipality of Hani i Elezit/Elez Han, Mr. Rufki Suma, and the municipal staff of Hani i Elezit, whilst UN-Habitat's MusPP was represented by Mrs. Gwendoline Mennetrier, Chief Technical Advisor, together with international and local planners from the programme. Mr.Suma, expressed his gratitude for the UN Habitat's MuSPP, for the support given to the municipality of HiE on spatial planning issues, in the drafting of plans such as Municipal Development Plan (MDP), Urban Development Plan (UDP), Urban Regulatory Plan (URP) for the Centre and Park Neighbourhood as well as for implementing the CIP for regulation of the city centre. He also stressed the importance of the project for which the agreement of cooperation was being signed. Ms.  Mennetrier, also expressed her great satisfaction to the Mayor of HiE for the overall cooperation, pointing out the act of signing this agreement as a positive sign of mutual appreciation and commitment to the common goals set together.

Capital Investment Project of "Regulation of access to primary school in Hani i Elezit/Elez Han" contains regulation of access road toward the school yard together with rainstorm channels, regulation of sewage planned to pass under that access road, space regulation and arrangement for pre-school kids in certain spot within the school yard, introducing green elements (grass and trees) and urban furniture (benches and waste bins) in areas nearby, etc. Procurement procedures will be carried out by Municipality of Hani i Elezit/Elez Han with an observation by UN-Habitat through special officer.  Implementation will also be carried out by Municipality through the Implementation Company selected by transparent tendering procedures monitored by UN-Habitat. Implementation of this project is planned to begin early next year and its finalisation is expected during the summer. Project costs are estimated to be 50,000 Euros and it will be done on co-sharing basis 50/50, between Municipality of HiE and MuSPP.

The meeting continued with discussions about the content and the challenges that might be faced during project implementation, about other joint projects that are underway and potential projects to be realized in the future.
