Local Waste Management Planning in Kosovo

 

Addressing environmental concerns is one of the important priorities in Kosovo on its orientation towards European integration process. The Government of Kosovo has recently approved the National Strategy and Action Plan on Waste Management. These documents recognise that the pollution caused by improper waste management is one of the greatest environmental challenges in Kosovo. Several MuSPP3 partner municipalities have identified solid waste management as one of the most critical issues they are currently facing in the environmental field, and two municipalities have requested the Municipal Spatial Planning Support Programme (MuSPP) for specific guidance on this matter, namely by updating their Local Waste Management Plans in face of the recent National Strategy and Action Plan on Waste.

During the process of drafting the Local Waste Management Plans tasks such as field visits, meetings with different stakeholders, and meetings with the working groups were conducted. A workshop regarding waste management was also part of the activities. The workshop took place on June 11th, 2014 in "Villa Gërmia", Prishtina.

The aim of the workshop was to introduce best practices on waste management. During this workshop, Kosovo's legal and policy framework on waste and the National Strategy and Plan on waste management were debated as well as waste management planning and technologies, data collection schemes and monitoring techniques. The workshop included the following topics: presentation on waste management and waste management planning, presentation on Kosovo's legal and policy framework on waste, including administrative instructions, presentation on data collection and monitoring, presentation on Kosovo's Strategy and Action Plan on waste management, and presentation on waste management methods and technologies.

Attendants included representatives from the Ministry of Environment and Spatial Planning (MESP); MuSPP partner Municipalities; representatives from Regional Companies for Waste Management; and UN-Habitat representatives. All the participants agreed that waste management is a major issue for the whole territory of Kosovo, and that cooperation between central government and local government is required in order to fully implement the legal and policy framework set by MESP. Not only cooperation between different level government institutions is essential in this issue, but also the collaboration of the waste management companies and the municipalities. It can also be said that the majority of the participants agree that the first steps to be taken for better quality waste management is raising public awareness regarding waste. The participants were also provided with information about how to create waste management planning, data collections, methods and technologies. These tools can help improve the waste management systems; hence also collaborate to promote better quality of human health and protection of the environment.
