Communities in Gorance and Paldenica (Hani i Elezit) enjoy improved public spaces

The Municipality of Hani i Elezit and UN-Habitat's Municipal Spatial Planning Support Programme (MuSPP) inaugurated the Capital Investment Project (CIP) "Pubic Space Improvement in Gorance and Paldenica - Hani i Elezit" on 27 May 2015. The project was co-developed by both parties whilst it was extracted from the "Feasibility Study for Improvement and Management of Water Supply in Hani i Elezit" and the Municipal Development Plan, both drafted previously with the support of MuSPP. This CIP also supplemented the aforementioned Water Study by taking actions towards improvement of the water supply situation in settlements located outside the urban center.

Besides the representatives from the Municipality and MuSPP, during the inauguration were present the village community, school students and staff, and representative of the construction company. Mr. Rufki Suma, Mayor of Hani i Elezit, explained shortly to those present the positive appraised cooperation between the municipality and MuSPP through joint processes and work in different planning and capital investment projects. He continued by appreciating the spaces improved for the benefit of the community and also emphasizing the care-taking of them by all the beneficiaries, including the citizens and the municipality itself.  In the end he expressed his gratitude to the MuSPP for all the support given to the municipality through the way, and particularly for this CIP. Ms. Gwendoline Mennetrier, CTA of MuSPP, congratulated all those present for the project accomplished and for the spaces created for their use. She brought forward how the project was implemented in support of MDP objectives by offering more opportunities of water supply for both villages, creating enhanced mobility links and better access to different parts of villages as well as creating important social spaces for the citizens. In the end, she expressed her pleasure in cooperating with the municipality and once more stressed the importance of project maintenance.

During the walk through the project sites, the community shared their new experience in enjoying the newly improved spaces by mentioning the afternoon as the most appropriate time of using the spaces for meeting and socializing, and using the new access roads for easier and safer movement. During the talk it was agreed that the supply with drinking water within the improved public space is a pivot to all the supporting functions highlighted above. Community appreciation for the project was also shown in the recent satisfactory survey conducted by the municipality and MuSPP.

The CIP was implemented in two biggest villages located in different parts of the Hani i Elezit Municipality. In both cases it created a spatial focal point with greenery and places to sit and socialize and above all offering water supply through drinking fountain. The project has also improved the overall mobility links (pedestrian mobility highlighted) by regulating the ring road in Gorance and access road to the improved spaces in Paldenica. Urban furniture was an important element of the project too.
