MuSPP partners roll out the “MuSPP Self-sufficiency Toolbox” to their fellow colleagues from Northern Municipalities

The first training module facilitated by the pool of trainers that successfully completed the "Training of Trainers" on Managing Capital Investment Projects (CIP), was organized by the Municipal Spatial Planning Support Programme (MuSPP) as part of the rolling-out of "MuSPP Self-sufficiency Toolbox" to all Kosovo municipalities. The training took place from 17th to 19th of June in Prishtina/Priština and targeted representatives from various municipal departments from the Municipalities of Mitrovica North, Zveçan/ Zvečan and Zubin Potok.   

An initial set of activities to enable the participants to better familiarize with the MuSPP programme in Kosovo were included. The first day started with an introductory presentation of the MuSPP experience, achievements and lessons learned during the decade of making better cities in Kosovo. On this occasion, Ms. Gwendoline Mennetrier, CTA of MuSPP, highlighted the potential of the said training to inspire participants for enriching the current processes of developing capital investment projects in close cooperation with the community in their respective municipalities.

Also, tailored for the Northern Kosovo Municipalities, the first day of the training included a visit to Graçanica/Gračanica, MuSPP's Partner Municipality, who shared their experience on sustainable development and environmental planning and management as well as the process of a successfully implemented capital investment project deriving from planning documents, developed through an inclusive participatory approach. Illustrative presentations made by the department of urbanism on the development of the municipal development plan and strategic environmental assessment were backed-up by the Mayor of Graçanica/Gračanica, Mr. Vladeta Kostić, who stressed the need for municipalities to engage with  spatial and environmental planning and management, which is serving as a solid ground for strategizing, planning and developing capital investment projects that address crucial issues for improving the living conditions for the citizens.

Alongside the site visit to the implemented Capital Investment Project in Radevo settlement which showcased how strategies emanating from municipal planning documents shape positive changes on the ground, the participants had the opportunity to enjoy few of the most outstanding sites in the municipality, such as the Monastery of Graçanica/Gračanica and the Archeological site of Ulpiana.

The second and the third days of the training module consisted of three interactive sessions, which presented a set of methodological tools in managing capital investment projects through an inclusive participatory process, a practical application of such approach as well as sustainable urban design principles and techniques through a four part role-based group exercise. The training module also provided an overview on related procurement and contract management requirements.

Training sessions were facilitated by trainers originating from partner municipalities; they further added value to the training module by sharing/injecting their personal experience in applying the inclusive approach in project development but also by demonstrating how such an approach could contribute into improving the process of project development in the municipalities represented in the training. This 'first go' was acknowledged as not only useful but also very successful.
