Sharing and confronting experiences, lessons learned and suggestions for the way forward at the Capitalization Workshop!

The Municipal Spatial Planning Support Programme (MuSPP) in coordination with its central, municipal and civil society partners held the Workshop on Capitalization of Experiences "What did we learn? What is the way forward?" on 9th of March 2016 in Prishtina/ Pristina.

Building on MuSPP experience in developing and rolling out the ToolBox over the last year, the Workshop intended to provide a platform to exchange collective and individual experiences on the same, to review the training impact and explore together avenues for the future. The event gathered in a relaxed and constructive mode about70 participants, consisting of MuSPP trainers, trainees and key partners from the central and local level government.

Ms. Gwendoline Mennetrier, MuSPP CTA, set the scene by stressing the importance of the MuSPP Toolbox rolling out process which resulted with a pool of 30 trainers that trained 400 participants Kosovo wide. She highlighted the value of these trainings in support of in-house planning approaches and invited all participants to contribute actively to the capitalization of  experiences gained in the journey of MuSPP trainings delivery.

A refreshing presentation by MuSPP highlighted the  MuSPP Toolbox rolling out process, achievements and associated opportunities, with an emphasis on   concrete accomplishments and evaluation of the trainings held in three cycles, respectively Andragogy, Training of Trainers (ToT) and Training of Targeted Groups (TTG). During the last cycle, the MuSPP approach was introduced through four thematic modules in five regions of Kosovo to participants from 38 municipalities, partner ministries, non-governmental organizations, university and private sector. Trainings were quite positively assessed and rich in terms of exchange between diverse ethnicities and backgrounds.

The video and photo slideshow "A glance at the rolling out of the ToolBox", illustrating the dynamic and interactive atmosphere that predominated in the trainings, nicely revived individual and collective memories of the entire path covered together, and reinstated exchange and discussion among all participants.

Not only trainers and trainees through interactive facilitation had an opportunity to discuss and share reflections, experiences, best practices and challenges of the Andragogy, ToT and TTG, but also to give their contributions in respective groups according to their backgrounds (trainers, trainees-governmental and trainees-NGO). Respective groups articulated the lessons learned and benefits from the trainings, the knowledge gained, the impact that the training made on the participants' daily work as well as the needs for more or concomitant trainings and support.

Because the successful rolling out of MuSPP Toolbox could lead to further opportunities, the Workshop also explored avenues for the future that resulted with productive recommendations from the trainers, trainees as well as representatives of the Ministry of Environment and Spatial Planning, Ministry of Local Government Administration, Kosovo Institute for Public Administration, and Association of Kosovo Municipalities. Significant importance was given to the necessary domestic institutionalisation of training modules, enlargement of the target audience, and measures to update the training materials according to the latest changes in the legislation and other related documents or to develop new/ additional training modules in order to ensure the continuity of the trainings and forge alliances for inter-municipal cooperation.

MuSPP took home as invaluable inputs ideas and suggestions triggered from the Workshop. MuSPP will also initiate the institutionalisation of MuSPP training modules and trainers within the Kosovo Institute for Public Administration so that relevant spatial planning related modules can continue benefiting future trainees.
