Urban Upgrading and the Regularization of Informal Settlements in Kosovo

The Ministry of Environment and Spatial Planning (MESP), MuSPP/ UN-HABITAT and OSCE organized a joint Workshop on Urban Upgrading and the Regularization of Informal Settlements in Kosovo. The purpose of the workshop was to raise awareness about urban upgrading and regularization of informal settlements and to develop strategies for resolving the issue in line with the spirit of Vienna Declaration on Informal Settlements, Kosovo Standards Implementation Plan (KSIP) and European Partnership Action Plan (EPAP). In particular the workshop focused on:  

· Revise the status of urban upgrading and regularization laws, programmes, policies and practices in Kosovo; 

 · Raise awareness on the ‘right to the city’ among municipal officials and promote participation of inhabitants in the urban and spatial planning process; 

· Draft a set of urban upgrading and regularisation goals and actions for municipalities and other Kosovo institutions.

The initiative comes in response to the current situation in Kosovo and the rapid development of peri-urban areas. During past decades, and particularly after the conflict, Kosovo has seen the development of informal settlements in and around its cities. Informal settlements can be viewed as a symptom of growing urbanization and economic growth, but they also signal the lack of planned developments and thus are often characterized by the lack of access to basic infrastructure and services such as roads, electricity and sewage.
