Municipal Plans necessary tool for shaping the municipalitys future
The
Municipal Spatial Planning Support Programme MusPP together with Ministry of
Environment and Spatial Planning organized a meeting on the programme
development on 19th May in Prishtina. The meeting was attended by including heads
of the Kosovo central and local government, Minister of Local Government Administration
- MLGA Mr. Sadri Ferati, Permanent Secretary of Ministry of Environment and
Spatial Planning - MESP Mr. Arben Citaku, Country Director of Sida, Mr. Anders
Ohrstrom, Head of UN-HABITAT Warsaw Office, Mr. Krzysztof Mularczyk, Executive
Director of the Association of Kosovo Municipalities, Mr. Sazan Ibrahimi, Mayors
of MusPP partner municipalities, Mayors on newly established municipalities, as
well as representatives of different international development agencies
operating in Kosovo and donors.
In her
opening remarks the Head of UN-HABITAT Kosovo office, Mrs. Krystyna Galezia,
stressed the importance of municipal development plans for sustainable
development of Kosovo municipalities, as well as their efficient management.
The meeting
aimed at discussing the MusPPs approach and sharing its experience in assistance
to drafting Municipal Development Plans, Urban Development Plans Urban Regulatory
Plans and the link of these plans with Capital Investment Projects which are
currently being implemented by MuSPP.
The
Department of Spatial Planning of MESP presented the current stage of MDPs and
UDPs in Kosovo Municipalities.
Minister of
MLGA Mr. Ferati stated that Kosovo has gained a lot of experience in planning,
thanks to the programmes implemented by UN-HABITAT over years including MuSPP,
which assisted Kosovos municipalities in the planning component through years,
and there are only few municipalities that are drafting these plans, because
others have already completed them.
The
Kosovos secondary cities/municipalities are drafting Municipal Regulatory
Plans, which are more detailed plans resulting from MDPs and UDPs. These were
cities supported by the UN-HABITAT in drafting these plans during the previous phase
of MuSPP (2006-2008).
