Manual on Regularization of Informal Settlements-Launched

The Ministry of Environment and Spatial Planning (MESP) supported by UN-Habitat's Municipal Spatial Planning Support Programme (MuSPP) funded by Sweden and Organization for Security and Cooperation in Europe (OSCE) organized a round table meeting on 20th of November 2012, purpose of this RTD was to launch the manual on regularization of informal settlements in Kosovo. Municipalities were mainly represented by representatives from the directorates of urbanism and planning, geodesy and cadastre as well as environment. The meeting was opened by the deputy minister of the Ministry of Environment and Spatial Planning, Mr.Shpëtim Rudi, who pointed out the importance of the manual and its practical use for Kosovo municipalities in the future. The OSCE representative, Mr.Eduard Pesendorfer, referred to Article 1 of Universal Declaration of Human Rights by saying "All human beings are born free and equal in dignity and rights". Therefore, manual shall serve as a tool to improve and increase standards of living conditions of informal inhabitants. Also the call was made to the Government to approve the Draft-Strategy and Action Plan 2011-2015 on the prevention and regularization of informal settlements in Kosovo.  The head of UN-Habitat's Kosovo Office, Mrs.Krystyna Galezia, mentioned that the regularization of informal settlements should be looked at from the spatial planning perspective.  "There are 1.5 billion people living in informal settlements all over the world and, despite actions to mitigate this problem this number is increasing every year" she mentioned. Participation of men and women, boys and girls, young and elderly is of crucial importance throughout the regularization process.

The manual was presented by the head of planning division within MESP Mrs. Suzana Goranci. The municipalities had a chance of hearing the best international practices on regularization of informal settlements, presented by Mr. Edesio Fernandez. Distinguishing between different manifestations of informal settlements, higher degree of inter-ministerial cooperation, engagement of other agencies and institutions dealing with property, social, environment and financial issues, finding the way of confrontation with solid informal settlements which still need interventions, improvement of urban planning management, ensuring different tenure rights to inhabitants were some of his recommendations.

The round table continued with interesting discussions among participants clarifying issues related to municipal responsibilities addressing informal settlements in their territories.
