Opening of public review of draft Urban Regulatory Plan for Centre and Park Neighbourhood in Hani i Elezit/Elez Han

With the purpose of having an inclusive, participatory and transparent planning process the municipality of Hani i Elezit/Elez Han in close cooperation with UN‑Habitat's Municipal Spatial Planning Support Programme (MuSPP) opened the public review of the draft Urban Regulatory Plan for the Centre and Park Neighbourhood. The public meeting took place on the 14th of August 2013, in Hani Elezit House of Culture. The presentation and discussions involved representatives from the civil society, schools, municipal representatives including Deputy Mayor, Assembly Chairperson and Directors, UN-Habitat, and other citizens from Hani i Elezit.

The aim of the meeting was to inform the participants regarding the regulations proposed for infrastructure, land use, parcelling and future cityscape and to invite them to share their ideas concerning the regulations proposed. The meeting and public review will be the last action in the series of informing and extracting inputs from different counterparts before sending the plan to Municipal Assembly for approval.

Deputy Mayor Mr. Muzafer Dernjani informed the participants of the importance of their participation during all phases of drafting the plan and acknowledged UN‑Habitat's MuSPP support. He expressed the municipality's commitment in the ongoing and future projects. UN-Habitat's Chief Technical Adviser, Ms. Gwendoline Mennetrier, expressed her pleasure to be participating in the opening of the public review, as her first public meeting since she started as the new CTA. She briefly mentioned the previously drafted plans in Hani i Elezit (MDP and UDP) and the importance of these processes, believed to have had a positive effect in the municipality also for their capacity building dimension. Ms. Mennetrier emphasized the importance of women involvement in such processes that should tackle all areas of sustainable development.    

Municipal officer Mr. Durim Dernjani explained to the participants the drafting process and details of the Regulatory Plan while Mr. Sami Stagova, UN Habitat's planner, continued with presenting how goals and objectives of the approved urban development plan (UDP) were programmed to be reached through the proposed regulatory framework of the URP. Detailed information was presented about regulations proposed in roads (opening of new ones and regulation of existing ones through regulative and construction lines, pedestrian and bicycle paths, etc), environment and cityscape (main city itineraries connecting main urban functions through environmental elements toward creation of functional green infrastructure), as well as land use (housing through different densities, construction regulations, parcel regulations, public spaces, etc.).

The public presentation was concluded with a public discussion and further explanation was offered over specific thematic areas of the plan (public parking, capital investment projects in the plan, construction line and width of roads, bicycle paths, etc.). The overall public involvement and especially women and youth involvement in the planning process and decision-making in general, was pointed out as an issue to be improved in the municipality of Hani i Elezit.

The draft URP will be open for public review for one month (14/08/2013-16/09/2013) and will be available for the purposes of consultation in the office of Urbanism within the municipal administration building, where one municipal officer will provide support to all the interested parties, offering any needed additional information and receiving comments or suggestions.
