The Assembly of Hani i Elezit/Elez Han approved the Detailed Urban Plan (DUP) for the Center and Park neighbourhood of the municipality, on its second annual meeting held on 27^th of February 2014. The Plan was drafted by the department of Urbanism, Cadastre and Environment Protection (UCEP) within the municipality, with professional support of the Municipal Spatial Planning Support Programe (MuSPP), implemented by UN-Habitat and funded by the Swedish Development Cooperation. The plan aims to guide development within the area by ensuring the integrated delivery of infrastructure i.e. roads, sewage systems as well as encouraging the use of non-motorised modes of transport. The plan was also drafted in an inclusive manner with the participation of all relevant stakeholders throughout the entire process.  

The plan was presented to the municipal assembly members by a planning officer within the department, Mr. Durim Dernjani, who gave an overview of the content of the plan with special emphasis on land use and construction typologies.  The presentation was followed by remarks from   the director of UCEP department within municipality, Mr. Miqail Vila, who further pointed out the importance of the plan in contributing to the improvement of social, economical, environmental aspects of the area.

The presentation encouraged discussion on informal constructions, public roads and many other issues within the area, which were clarified by the members of the Municipal Planning Team for the Assembly members. In addition, Mr. Sami Stagova, MuSPP spatial/urban planner, emphasized unique features of the Detailed Urban Plan that were included solely based on the characteristics of a small city/town such as Hani i Elezit. During his discussion he mentioned features for protection and promotion of public spaces such as: establishing foundation of green infrastructure, flexibility of land use and construction typology, as well as the use of ex-military properties.     

After the discussion and the assessment of proposal with the plan, all Assembly members agreed that the Municipality should now focus on the implementation of this Plan, due to the importance of regulating  the city centre. The Detailed Urban Plan for the Centre and Park Neighbourhood - Elezit / Elez Han, with some minor intervention, was unanimously approved. The municipal assembly members expressed their gratitude towards UN-Habitat's MuSPP for the support to the Municipality of Hani i Elezit / Elez Han.
