Brainstorming on Technical Norms for Spatial Planning towards sustainable and efficient land-use management

A joint workshop organized by the Ministry of Environment and Spatial Planning (MESP) and MuSPP that took place on 18th June, in Prishtina has gathered together planners representing local and central level institutions, University of Prishtina and practitioners in spatial planning to discuss and share their ideas about the Technical Norms in Spatial Planning (TNSP).

Drafting of a Regulation on Technical Norms in Spatial Planning is a legal requirement that derived from the Law No.04-L-174 on Spatial Planning. In that process, this workshop provided an opportunity for participants to discuss and find a common understanding on the structure and the content of the document in order to make it usable and easy for implementation by planning practitioners.

Dr. Sci. Pietro Elisei, Senior Town Planner from Rome, and MuSPP/UN-Habitat consultant on TNSP, highlighted that the TNSP should provide a regulatory framework through which the enforcement of the Law No. 04-L-174 will be ensured in terms of preparation of comparable territorial and urban planning development instruments that will help spatial regulation and land use management in Kosovo. The regulation shall define the basic requirements for sustainable, coherent, effective and efficient land use management.

Following the presentation, a number of issues were raised by the participants and discussed, in particular in relation to the future implementation of the norms in practice and in specific contexts on the ground.

The session has provided valuable information and inputs to the further preparation of the TNSP that will take in consideration the feedback from the participants.
