UN-Habitat, PAX and Municipality of Vushtrri officially started the new era of cooperation in the field of Spatial Planning and local governance

Today in premises of the Municipality of Vushtrri, Mr. Bajram Mulaku  (Mayor, Municipality of Vushtrri), Ms. Gwendoline Mennetrier (Chief Technical Adviser, UN-Habitat) and Ms. Florentina Hajdari (on behalf of Mr. Michael James Warren, Programme Manager of PAX),  signed a Memorandum of Understanding, providing framework  of cooperation on fostering inclusive development and good governance through planned development with communities integrated at all stages of planning and implementation, and within a framework of effective inter-municipal cooperation and multi-level governance.

Through this memorandum all three parties agreed to cooperate closely in:  advancing sustainable development of Municipality of Vushtrri through strategic, comprehensive and inclusive planning processes and informed decision-making vis-à-vis capital investment projects; strengthening the social contract by increasing local government transparency, responsiveness and accountability through civil society mobilization and public dialogue; as well as supporting inter-municipal and local-central cooperation for consistent planning and enhanced service delivery to citizens. For this to happen, parties agreed to give a particular focus to strengthening capacities of the municipality and civil society organisations in spatial and territorial planning and management and local governance matters.

The Memorandum of Understanding was signed with pleasure by Mr. Bajram Mulaku, by saying that this new programme to be implemented by UN-Habitat and PAX together with Community Building Mitrovica (CBM), will be a strong support to the Department of Urbanism in strengthening existing capacities for various planning processes (zoning map, capital investment projects, etc). On the other side, Ms. Gwendoline Mennetrier welcomed the signing of this MoU, as a first step towards the co-implementation of the programme. In addition, Ms. Mennetrier stated the need of joint collaboration and commitment by all parties in taking and implementing their respective responsibilities as stated in the MoU. Ms. Florentina Hajdari (on behalf of CBM) recalled the role of CBM in enhancing cooperation between municipal authorities, communities and civil society. In this ceremony were also present Mr. Dibran Perçuku (Deputy Mayor), Mr. Haki Maloku (Legal Officer, Mayor's office), Mr. Sami Istrefi (Director of Urbanism and Environment).
