MuSPP-Municipal Spatial Planning Support Programme
The Municipal Spatial Planning Support Programme (MuSPP) funded by the Government of Sweden through the Swedish International Development and Cooperation Agency (Sida), is supporting 6 secondary municipalities through daily, intensive on-job advice and guidance in the actual preparation of municipal and urban plans while assisting the Ministry of Environment and Spatial Planning and civil society organisations to support and actively participate in this process.
The concept of the Programme was developed, through existing UN-HABITAT implementation methodologies, in close collaboration with target municipalities to ensure their full ownership of planned activities, and responsibility for their implementation with advice and guidance provided by UN-HABITAT.
With the signing of the Memorandum of Understanding, the on-job assistance in the municipalities started.

Partners in the programme
Main Counterpart: Ministry of Environment and Spatial Planning, six partner municipalities: Ferizaj/ Urosevac, Gjakova/ Djakovica, Gjilan/ Gnjilane, Mitrovicë/ Mitrovica, Peja/ Pec and Prizren; and in close consultation with the Association of Municipalities of Kosovo and the Ministry of Local Government and Administration.
Duration
November 2005- October 2007.
The programme has been extended till April 2008.
"Making Better Cities Together
Making Better Cities Together is the motto of the Municipal Spatial Planning Support Programme (MuSPP), as by planning and working all together Kosovo cities can be a better place for living to all its citizens.
Main activities
The programmes acitivities are specifically focused on the following objectives:
- Assisting municipalities in the actual drafting municipal and urban development plans in an inclusive, participatory and gender-sensitive manner through providing on-the-job assistance and guidance to municipal planning bodies, local government officials, and civil society organizations and private sector
- Strengthening the dialogue between municipal and central level on issues related to local level policy, legislative and planning issues to increase harmonization in the field of inclusive, strategic and action-oriented spatial planning
- Building capacities among civil society organizations and private sector to actively participate in the consensus-building on spatial development planning at the municipal level and be an informed partner for local governments in the planning process while advocating for the needs of specific social groups, both men and women, boys and girls as part of good governance practices
- Supporting action planning and assisting in developing pilot action projects identified through the planning process.
